As in the Caribbean, Latin America made notable progress at all levels of education during the 1990s. However, given that half of the countries with data available were spending less than 4.5% of national income on education, there is a need to allocate more resources to education. CTF is involved in efforts to foster a broad alliance with other workers' organizations in Latin America to enable the development of the issue of equality with a gender perspective. This includes strategic actions that enable the standardization of gender equality policy and foster the active participation of men and women to strengthen union structures.

·Gender Equality - A workshop to explore international legislation about women’s rights, and to underline the importance of strengthening trade union structures from a gender perspective, was held in March 2008. 45 persons from 35 organizations met in Sao Paulo, Brazil.
